The USA government is most likely breaking there own laws and rights again... the government is to be able to spy on and track the people of the world. This bill would lower encryption and basically give the government (NSA, CIA, FBI) a backdoor. All through they say its to "keep the children safe", they use that same line over and over to get what they want, and it often never helps, just like in 2013 with the Edward Snowden leaks from the NSA show that at that time, they could already basically track anyone and this would be giving them more power. Edward Snowden and other whistleblowers from the NSA have proven that Congress is often kept out of the details and the real reasons for the bill, to keep them out of legal troubles.
