Hey,
I'm using a Virutal Machine where I'm connected with a VPN, because I might want to download something there where a VPN would make sense. Is one VPN on the virtual machine enough or should I use two?

If you use the right one, one is enough.

Is it a throw-away virtual machine? Do you use it exclusively to download some stuff, and then you're done with it, or are you trying to improve your overall security?

A virtual machine can be helpful to protect your host system from whatever you download in your virtualized environment and spoof your user agent, but it doesn't do more than that.
If you don't care about virtualizing your downloads, a virtual machine is an overkill, and you should instead focus on using a trustworthy VPN; perhaps you may want to use the Tor network.
Okay Thanks
