Whats the best VCC for PayPal (Without verification, quick)?

Hi,

I used multiple banks now for making paypal accounts. I already used all of my 5 vccs from revolut and now Im looking more into VIMpay.
They dont require any verification but for paypal you need 1€ balance and I don't know how to get it.
Someone has ideas or some tips what banks you use?

VCCs from Stripe Issuing service are really good. You don't even need to hold funds to authorise the cards. I love them!
