I'm not entirely familiar with Jarvee or Massplanner, but taking a quick look at them they appear to be social media automation tools. This means you're going to need to learn a lot more than just HTML + CSS (those are markup languages—they define the structure of a webpage, but don't provide any logic). They're probably using the social media platform APIs to do their work. Even so, before doing that, I would recommend you definitely decide what platform you want to work on first, (i.e. web app/Windows/macOS/Linux/cross-platform)as that will determine what languages/technologies are available to you.
