Ok, I thought he was speaking of a VPN and he never clarified his intentions. I told him I was speaking of VPN in that same conversation where I said i would return the money if VPN did not work. The website is down because my namecheap account got banned, but he cancelled the service anyways so this does not affect him. He agreed to the terms of service which clearly stated that we do not offer refunds for dedicated servers.

Ok. You did agree. You HAVE to agree to place an order. When i brought up VPN you never declined that was what you were speaking of, so I assumed that is what you meant.

Well, VPN will not work with ip spoofing. Top of that, Your TOS will not matter here. You did say it can be used for ddos attacks he wanted to use it for layer 4 which the upstream needs to be spoofing to mask the IP. A VPN will not do that. Fun fact, Namecheap does not allow ddosing or IP SPOOFING Therefore, refund him.
