is there a way to test a api response time in multiple locations without the rdp?

basically i'm trying to find the best location for the lowest response time for an api

anyone know how to do that without needing to actually buy an rdp with that location?

also a different question about rdps, one rdp has half the ping to the other rdp yet the api response time is slower for the lower ping one, don't understand that?
