what's a routine code when shipping packages ?

Hi ! The topic of this thread is a bit self explicit. While documenting on FTID methods, I red that there's a routing code or something similar when shipping packages and if the adress is wrong, the package is sent to the nearest location. What does this "routine code" exactly do ?

In Europe, I prefer not to say the country. What I'd wish to know is what will happen if I change the adress of a package nearby the company return center + far away from it ?
