you can just adjust the fees when sending BTC in electrum for example, or what do you mean?

If you want low fees use a wallet that supports segwit or native segwit, im pretty sure electrum has all of that.

coinbase is pretty good i mean i at first used blockchain but blockshain sucks then I moved to coinbase 
and coinbase to coinbase is Free but one negative point is if u will send btc to another wallet address it won't let you pay below 5 USD sometimes
