Amount or Item(s) Scammed: I paid 170 usd but would like him to refund me 70 usd.

So here goes,
I received paid samples on which there were 60+ hits per 1k lines. So we agreed on a price of 10 usd per 1k lines because the hits are really a lot. I asked later if he had more lines. He said he still has 50k so I asked him about the price and if the winrate would be similar. With this user you always pay on the number of hits per 1k. He said he did not know exactly, so he averaged the price to 7 usd per 1k. I agreed to this.
I paid, got the file and only the first 3k were with a good hitrate.
After that it was 3-4 hits per 1k.
If I had known that hitratio would be like that I would never have agreed to such a price. For 5 hours he ghosted me on Telegram, while he was active on cracked. He sent me another combo lines that are just as shit as the earlier ones.
I offered to refund me 70 usd of 170 usd but he refused. From our conversation it came out that I should have at least 800+ hits from 25k, and unfortunately I had only 234.
