Buyer did not specify criteria to the account before the transaction. 
The buyer received the first account and was free to check it out if it didn't fit he could have just not paid, but he did. 
Some accounts, some pyypl countries do not have the option to top up with a bank card. The buyer said the country is not important. Specified a price of 20$ I provided a Ukrainian account as they are cheap. 

Accounts that have recharge by bank card are EU accounts. The price on the market for such accounts 60-70$ sometimes more. 
The buyer had every opportunity to check the account and if it did not fit, then just do not pay. And he checked and paid, and now says that he does not fit. 
I honestly gave the account without payment that he checked and then paid. I didn't cheat anybody. And why do I have to make a refund now after spending my money on this account as well.

I asked to upgrade the account and pay difference for 40$ to give me one that i can use it with card. .with EU verification, nobody can use that account because can't do nothing with it .. .
