Yes, this is how it is in most scenarios but expect to have manipulate customer representatives in order for the maximum success rate.

Will I be refunded if the report fails?

As stated above, this does require some Social Engineering skill.
If you're not up to standard and can not use this to successfully manipulate the representative I will not be held accountable and hence no refund will be offered.
Refunds will be offered in scenarios where my Photoshop skills are not on par with the usage of this report.
