Special Verified and Diamond Items

Make it possible for people who have either Diamond or Special Verified to be able to add a higher amount of reputation points to a user, either if it is negative or positive. Ex. Special Verified 2x Reputation , Diamond 3x Reputation.
After all that money spent should be doing more than just looking good.
