Screenshots of Communication: He banned me from his website. My credentials no longer work along with my server so I only have the emails from what he said.
I asked him why my server was performing slowly, and told him it did not feel like 12gb 4 vcpu server. I asked him what we could do to fix this and if I could have another server with different hardware

I then told him I would like a refund if he didn't care about fixing it.

He tells me it's my connection to the VPS and I'm the one that is lagging. I have multiple users who can connect fine and we are smart enough to know the difference between connection and hardware issues.

He tried refunding me through PayPal, but I no longer accept money through my PayPal anymore because it is locked. I can no longer accept money on that PayPal and all payments sent to it will be refunded. As you can see in his screenshot ( https://hoodrat.questionable.link/vx62Gs ), the payment is on hold and it will not go through so he is keeping my money.  I asked him if I could be refunded through Bitcoin or something else.

I then called him an idiot and proceeded to make this scam report.

The account was in good standing I thought. I wouldn't have paid with PayPal otherwise. 
Either way, I am not receiving my refund and that's the whole point. That payment won't go through so I don't know why you keep bringing it up. I cannot accept money on that PayPal anymore. It was disabled for violating their useragreement completely.

Pretty sure I won't. If someone's account is limited on PayPal, they are still able to receive any payment. This whole report is a joke.
