You need someone from the healthcare sector to sign a pass, or you can use a stolen key to sign a pass yourself.

I didn’t just mean the private key method, I guess too that this is impossible. I have some vulnerability in mind or something, considering that most people who sell Covid passports are selling France, so I guess there is some vulnerability or faking something, not always an insider.

I know a seller selling in France, and they're using a stolen (I suppose, unless they know the key's owner) Polish private key to sign the passes.
France and Italy are the biggest markets for fake passes. I sold 7m rows of Italian vaccination data some time ago, and I'm pretty sure they're using it for something related to passes.

There is no "method". These people literally know doctors and nurses who have access to the official system. It is called "corruption".
