I am replying in this dispute because I prolly know the reason why OP is not receiving any code.
You are not able to receive a telegram code on desktop/browser. In order to create a new telegram account, you have to install the mobile application on your phone. This is the only way to receive the telegram code.

Yeah, this is the case. I just want to refund OP though, should probably implement an age limit on the website.
