youre on what is called a "cooldown" you must wait a maximum of 24-48 hours before attempting to make ANY transactions. dont try to do anything else with your paypal in those following hours or you could make the problem even worse

1. did you do multiple transactions in under a short amount of time? 
2. did you make any irregular purchases? (big amounts, amounts you never done before, multiple F&F transactions that make it look like youre doing tax fraud?  :pepegun:  etc.)

be sure that it is a little more over EXACTLY 24 hours. the system could pick up that you was waiting or wont register it after a couple hours / minutes past 24 hours. be sure that youre actually over 24 hours also

I had this similar problem before. I think your PayPal is business paypal. Right ?

If it's that you have to submit few Documents to verify that. I tried that and it helped.
