Banning IPs in this literally useless, no one uses static IPs, everyone's IP switches usually after 24 or once the router gets a disconnect.
Also, most people here are using VPNs which makes it harder to ban them all - it's just one click to get a new IP.

There's a too big bunch of IPs in the world that banning those would make a real difference.
