Developer is right below staff member in terms of rank listing and privileges/permissions (in most cares higher because of the job). Vouch copies can be handed out to us as well as we're highly trusted members of the community.

Now that the air's cleared we can stop this as OP stated they will not giving out a VC. Only a discount.
