The email literally says that if you did not authorize the closure of the account, you should contact paypal support immediately. Do so, and chargeback the payments after you regain access so that you can recover the funds. His responsibility is not less or more depending on what you do, but if he can't refund you, the least you could do is try to solve it on your own (by actually disputing the payment)
Go into your email and follow the instructions so that you can recover the funds ASAP.

So yes , you should always keep in mind that once you finish the process low, you can no longer recover the deleted account. You can return to open new accounts in PayPal and associate them with the same bank account, but will never be the same account and movement history will disappear

Contact them... This is just a waste of time on your end if you don't contact them to report the account was closed without your approval. The email literally tells you what to do. If you don't do it of course they won't act. If you report to them that your account was deleted without your approval they will help you with the recovery. You can call them and explain your account was hacked and the hacker made a payment and also closed your account. As simple as that.
