He gave me a false test sample.

He gave me a 20k test sample which got - 2k~ hits i think or smth
He said he had 140k lines of the same database, i buy it, and i get like 140 hits.

If i say im selling a cookie, u pay me for the whole cooki, and i give u a quarter of it and say i didnt say how much, wouldnt u be feeling scammed ?

Well, the combos quality isnt consistent. If you want the cookie example, you get a good bite with chocolate bits in it, and a bad bit without any. It still is the same cookie tho.

Anyways, you can leave feedback on his profile and sales thread. 

But this isnt a scam.
