that is the default setting for notifications on Discord, i have never changed that since i started using Discord, and like A LOT of other people (including you), I use Do Not Disturb mode, since im in 20+ Discord servers i dont want to be notified of every single message that is sent in whatever general chat discord that has nothing to do with your signal alerts.

This wouldnt really be a problem if again, your bot actually fucking worked and tagged @Everyone or the "Members" role so i would be notified with a (1) ping on Discord, but no, it sends a regular message each time which doesnt notify me since I'm on Do Not Disturb mode
