Ban users who are extremely toxic with reps

He has 7 FULL page worth of neg rep yet he thinks I'm the one sending people to neg him? He had 7 page before he started arguing with me, did I use a time-machine to influence those past neg he received?
I'm genuinely dumbfounded as to how he thinks he's right while everyone else is wrong, he got banned twice in the past for being toxic yet he's somehow so delusional that he thinks everyone hates him for no reason.
