The only thing is, you need to make sure the another client have turned p2p calls on. You need to convince him to do it.

I completely agree, but with phones they come from the factory and when you download telegram they will automatically have it enabled,

I believe this would work for any p2p call/chat. The only problem is that almost everything has central server.
