Additional Information: So this guys services did not work for my country, this was a sim-swapping services, though a lot of carriers here are smart enough to send it by paper-mail to home address, this did not work in my favour, he promised a full refund if it does not work early on and he was very transparent which all seemed fine until I asked for the refund in which he did not reply, when I had to remind him again he said he was converting his ethereum to ltc, I told It's okay and to message me when he sent the refund. He did not do that after another reminder he deleted whole telegram conversation. 
Unfortunately I only have a screenshot saved from the payment he received from me.
