$350 Scam Report against @NotBM

Additional Information: @NotBM was a Paypal Holder to me. He told me that he has an aged paypal account with no holds issues so I insisted to make him a holder. Asked him to notify me as soon he receives first payment from my autoshop so that I can remove him incase payments are getting holded. Contacted him on first sale but he only replied 2 days later when he got $350 on holds. I removed him as he already got a big amount on holds and the amount was supposed to be unholded after 21 days. I was checking his chats for every day so that I know if he his active on telegram or not. He was there on telegram till day 20 but as soon we reached day 21 he vanished all the chats and blocked me on telegram which you can see on first screenshot. Poor guy thought that I don't have his other contacts so I reached to him on discord. I asked him why he deleted all the chats and blocked me but as soon he saw my message he instantly unblocked me on telegram. Gave me an excuse that his chats are on auto-delete and you can clearly see on screenshot that I was blocked by him.
He came up with a lie that payment is still on holds which is complete lie because paypal never holds for 21 holds payments for more than 21 days. Also asked him to send me a paypal screen recording but he never replies whenever I ask him for it.
I already gave him many days as it's a big amount and I believe that anybody's intention can turn bad when you have a big amount with you but seems like he Don't care anymore.
