Go watch a Youtube video about BTC.

Basically, the fee depends how fast your transaction goes through. If you send higher fee it will go through faster. How fast it will take also depends on network traffic.

Transactions are processed by miners and you can customize fee I think. put it way too low may risk the transaction stuck forever coz miners consider it not worth it.
