i think 1.5k rep is better than maybe name suggestion "elite" can come up but sunshine is good aswell.
15k likes and other reqs are good too maybe lower the online time to 3 months (as in addicted award) 
and "No warning points in past 6 months." 
should be removed due to you getting warning points for many things that are bearly noticeable

The listed requirements seem fair enough to me, all the people who complain about the online time being too much don't realize that it is probably the one and only real measure against stat boosters, so hopefuly we won't see people registering and getting to the new rank in 2 months :P

About the name, Sunshine doesn't really fit the flow of the ranks we already have, by looking at @Sango 's list I'd say either Mystic or Majestic would be better.

Which i find awesome because the final rank should be hard to get.

I agree with the online time requiremnt too but that is only gonna cause ppl to script on cracked to keep the account online on an RDP.

Just pick some good one from the cocmments and make a voting system so the community can agree
