Cooldown on award listing in the marketplace

I believe there should be minimum 3 days (preferably 1 week) cooldown on any award listed in the marketplace.

Currently, award listings are being constantly removed and re-created to push them to the top of the list.

I believe there should be minimum 3 seconds (preferably 1 minute) cooldown on any award listed in the marketplace.
