Amount or Item(s) Scammed: Well,is not scam but he's so slow replying idk what happen with this guy. Are 38 OF accounts

Additional Information: well, hello everyone, finally I have to open a dispute... the first time he sent me 50 accounts, 47 bad accounts, I only did a resell 3 accounts, after several days trying to get in touch with him and reach an agreement, he sent 47 new accounts, which only worked 9... I understand that there may be a margin of 4 accounts that do not work, 5 accounts... 6... but 38/50 is still a lot of accounts. And he always takes a long time to answer the messages or does not answer them at all, so I told him if he is going to replace those accounts or is he going to make a refund of the price of those accounts
