How exactly does it proove that you can get someone's IP   Perhaps you can get his device types, and other data, which is filtered by IP, but the IP itself? Come on, post a proof, not a speculation.

The site itself logs tracked IPs. I don't know if you can get those with a paid plan, I don't have it (as I said in the third post), and I'm not going to purchase one.
Either way, there's virtually no reason for anyone that is not an admin to log that data. A regular user would not have access to that data, so I don't see why it's allowed.

cutt.ly itself might not be tracking your IP. However, I am fairly certain it's possible through the use of custom signatures. If you include an image from an URL, your browser loads it externally. This gives the image server access to your IP. As an experiment with a similiar concept several months ago, I included the link to my profile inside of my own signature as an image. I believe that I am getting profile visits that are produced by viewing my signature, not viewing my profile.
I might be mistaken here, but I think it could be a real issue.

E: Possible solution: relaying images through a proxy server (proxy could be c.to itself)

I can't see why cracked should be responsible for that, maybe give a warning before clicking external links that cracked cannot guarantee privacy or safety sure, but there are many reasonable explanations for requiring logging a users IP address, fraud prevention being one of the main ones.  Banning it does nothing useful nor can it easily be enforced.
