How exactly does it proove that you can get someone's IP  ?? ?? ?? Perhaps you can get his device types, and other data, which is filtered by IP, but the IP itself? Come on, post a proof, not a speculation.

cutt.ly itself might not be tracking your IP. However, I am fairly certain it's possible through the use of custom signatures. If you include an image from an URL, your browser loads it externally. This gives the image server access to your IP. As an experiment with a similiar concept several months ago, I included the link to my profile inside of my own signature as an image. I believe that I am getting profile visits that are produced by viewing my signature, not viewing my profile.
I might be mistaken here, but I think it could be a real issue.

E: Possible solution: relaying images through a proxy server (proxy could be c.to itself)

you have a problem wit tracking links, dont click on it

sellers need to track their sources, even forum admin uses it, (IntenseProxy ad) uses bitly
you have no clue how the marketplace/marketing works,

Its called, marketing where you find where u get cobversions and advt accordingly

C.TO uses google analytics, and not only cto...
google anayltics gets your data,
