If I were to make brand new stealth PP accounts, I would use them for buying €3k worth item and have it refunded in a 200 IQ way.

A VCC will be used for funding the account with money.

Will PP limit the account after I fund it / purchase or /after the refund or anything like that ?

PayPal may give you issues when you try to withdraw. Sometimes they lock them up for months. You'll get the money eventually as long as they can verify you.
