1. download game files from any torrent site
2. put the game files in steam games directory for eg. C:\Program Files (x86)\Steam\steamapps\common
3. login with the steam account given and click install and steam will discover the game.
4. open the game and let rockstar social launcher connect for one time and as soon as the game starts close the game.
5. edit hosts file at C:\Windows\System32\drivers\etc (copy and paste from the hosts.txt given)
6. go into offline mode for steam
7. open rockstar_online block.bat
8. profit

Hope this works

no this is an account for offline use , the crack crashes after some time but this is the official game and you download it from steam.
