This could really be the premise to a movie or tv show. You get AJ Kappa as this poor guy and Jim Carrey as like the black hat. The hook is like you go overseas and they run your name and it comes up with a red notice of some dude charged in absentia. He spends the entire movie trying not to get sentenced, raped, and beaten in a foreign prison while we cut to the real serial killer going for his magnum opus.
