I'm not new hear but I'm a complete noob.

Can you help me to find a hosting provider for phishing sites. Most of the free hosting providers I tried was banned me within 1hr after uploading my files. Do you know anyone who don't ban my site.

Run the website off a VPS then, check out Contabo.
You can host your site with wwwroot in the VPS main folder to host it.
