I have an idea in mind for a design. I'm stuck on finding a way to use either 16 or 24 numbers in one design. I've thought of things like a clock but can't figure anything out

You got any idea?
oh dear

Why don't you try a modified Sudoku puzzle.  Or modify the design of a cribbage board or the numbering of a bunch of playing cards.
