According to specialized Telegram channels, exercises to "turn off the international Internet" are expected in some regions of the Russian Federation in December 2024. Roskomnadzor informed the banks of the Central Bank of the Russian Federation about this event.
On the night of July 4-5, 2023, Roskomnadzor, the Main Radio Frequency Center (GRChTs, part of RKN), the Center for Monitoring and Control of the Public Communications Network (CMU SSOP), telecom operators and owners of Internet resources in the Russian Federation tested the autonomous operation of the Runet using TSPU (technical means of countering threats) during exercises. A representative of RKN explained to the media that the exercises were successful. In 2020, the supervisory agency stated that the Runet could not be isolated.
Two sources in the telecommunications market confirmed to the media that during the exercises, the "international Internet was turned off". A representative of Roskomnadzor reminded the media that, according to the law on the stability of the Runet, exercises must be held at least once a year. "The exercises were successful," the representative of RKN told the media. When asked what goals the organizers of the exercises pursued by disconnecting the international segment of the Internet, the agency did not answer. One of the interlocutors in the telecommunications market recalled that the declared objective of the law "On the sovereign RuNet" was to maintain the functionality of the Russian segment of the Network when it was disconnected from the outside. In his opinion, "during the exercises they could check whether the RuNet really continues to work when disconnected."
