Is it illegal to sell hacklinks on the forum?

Hello, I have my own hacklink panels and there are around 1000 sites in it.
It allows you to add links to the footer sections of the opposite sites through the panel.
Is it forbidden on the forum to sell memberships from this panel?
Accordingly, I will open a topic by purchasing a premium membership.
