Honestly, just go toplane, take Conqueror, make sure that you are q-ing to keep 10 stacks, and you should win more than 50% of your matches. If you're below plat, there's no need to try and pick up these high skill, micro intensive champions. Instead, play someone who is braindead easy, and focus on macro play, because macro wins lanes. This can involve learning to freeze, learning how to splitpush, learning how to itemise effectively.

Garen was already overtuned and just received a buff to his E.

Garen's e just got nerfed not buffed "Additional E spins and spin damage decreased.", and they just nerfed conq which is what made him good with his e applying multiple stacks

He gets less spins not more spins, If I have 100% AS, I get 5 if it's +1 per 20% AS, and 4 if its +1 per 25% AS. It even says so in the tooltip...
