Limit the amount of concurrent giveaway thread allowed per user

I suggest putting a limit of allowed active giveaway thread to avoid this kind of LQ flooding

User like @3334 , @rLexan and @S4L are spamming LQ giveaways thread "worth less than 1$ each" as a way to farm likes and it makes the whole section look LQ.

what's wrong with giving away things ? I gave away a lot of $88+ things in single giveaways, sometimes in the same day 

Bad suggestion. Instead, a minimum value should be set
