So basically, I bought a guide from a seller on bypassing KYC.

Before buying, I asked the seller if the guide worked on bypassing KYC specifically for my target app. He said it did and told me that you needed extra verifications like head rotations for app. He said he would provide tools and tell me how to bypass it in Guide - that was the reason I bought. 

After buying, the seller gave me a pdf with public info I already knew + I found out through a few people that the target app I wanted to bypass KYC for did not need the extra verifications the seller told me about.

So the seller basically lied to me about needing to bypass extra KYCs and saying I needed tools- that he could provide - in order to get me to buy guide.

Would I be able to open a scam report on this?
