Well, if you have victim email, you can easily find user present on linkedin.
Please follow below steps:
1. First check whether user exists. Click forgot password. Put victim's email and click "reset password". If user exists, it will say like "email sent successfully". Else will say "we could not find account". If found, proceed to next steps.
2. Add email of your victim to google contacts. (read this if you don't know how)
3. Go to LinkedIn My Network and insert YOUR email.
4. You will see user profile appearing. Congrats, we successfully found user.
