Pavel Durov reported that Telegram has been able to disclose IP addresses and phone numbers of criminals to authorities in most countries since 2018. Therefore, according to Durov, the privacy policy has not changed significantly, as many thought .

Data is provided only upon receipt of a "correctly executed legal request." After which the messenger checks it and decides whether the information can be shared.

Since the beginning of 2024, Telegram has not transferred IP addresses and phone numbers to Russian law enforcement agencies. But in other countries, the messenger actively cooperates with the authorities. For example, in Brazil, Telegram responded to 203 requests in 2024, and in India - to 6992 requests.
