seems like premium section have low communications and slow connections !

why not add small panel for premium members? it can be very good for requests or fast chat   + prevent all leechers ...

Premium section needs some revival and some sort of incentive for posting there.

Posting in regular forums is better, stat wise (likes + rep) leaving no incentive to post in premium only.

Yeah, I feel that too. That premium section needs more posting by upgraded members. I often post stuff there.

The thing is, you will get fewer likes as compared to posting in public sections. That's why people prefer to post in the public sections where anyone can see it and give a like.
