Content posted on the forums is the sole responsibility of the mods of the forums to ensure it is legit and safe for their users to download. The creator of a thread could be anyone from anywhere (and 99% of the time here it is some scammer or spam poster that has no relation whatsoever to the content being posted) and the creator of the actual and legitimate tool might not even know these forums exist.
Users can take some responsibility for reporting fake content but even then, lately, no one in the mod group bothers to check those reports or remove those threads. What exactly are the mods so busy doing?

No OFFENSE taken. I only bring up relevant points looking for intelligent discussion.
Telling me my posts are skip-worth, insulting me, giving me -rep doesn't say anything other than people are not mature enough to vocalize an argument.
I've been a mod on extremely busy forums (much busier than this one) and know exactly what the challenges are. I know what I am talking about. I am not blindly being critical due to some tinfoil hat conspiracy here.
I get loyalty to the forums and I get people have loyalty to certain individuals that are mods but if everyone could put their biases aside for just a second, it would be a great benefit to these forums.
How many mods total are employed by the forums (yes, you are a mod and yes it is a job which requires a great deal of time and effort) and how many are actually visibly online doing their jobs at any given time?
There used to be at minimum 4 mods online at any given time just a few short months ago. Now there is rarely anyone online. That is just one example.
