Why do I pay someone who is accused of fraud so much? And why should I pay him when he only sends me one picture?

@A68 You agreed wanted the project, agreed on the price. Then, you tried to pull out half way. Either you can pay him the full amount and get the checker or pay for the half of the work that is done. Do so within 24 hours.
