Additional Information:
It's been over 24 hours now, with no response from support chat or the owner himself, despite him being active on here and on Telegram. Sadly I didn't look in their Telegram chat before purchasing, and this seems to be a common theme. Many customers not being able to reach support, orders not being fulfilled, products being sold without them actually being ready to use. I don't even care about getting the proxies anymore as my regular provider already restocked.

BEWARE OF THIS PROVIDER.

He's talking about the site issue, but didn't respond to me until 16 hours after they posted the site was fixed. And only after I put up this scam report. Obviously he didn't look at the screenshots and just said the easiest lie he could think of. It's now about him being "on a trip". Funny it ended so soon after I put this up.

He then said I was being a dick because I called his customer service horrible. I guess waiting 42 hours for a reply , while a provider is active in between, is something I should be happy about.

I told him I wanted a refund over and over, and all he wanted to talk about was the site issue that had nothing to do with his ability to respond to messages during it, or 16 hours after it was fixed. Taking the proxies because I'd rather have something than nothing.

We'll see how long it takes his dev to move my order from paid/unpaid, to an actual active plan. I'll close the thread then.

Not going to accuse him of ripping/attempting to without direct evidence , but if you look through his chat, there's tons of other people who encountered the same type of problem.  Which at the end of the day, is my fault for not checking the quality of who I was dealing with.

Don't support people who can't do solid business.

After many hours of waiting for dev to fix multiple issues, proxies finally delivered.

Solved, but please anybody who sees this thread DWC with this provider. There are still people in chat who were waiting for support before me, that have yet to be responded to. Again, won't accuse of ripping without direct evidence but their customer service is so bad that's what it feels like they're doing.
