Additional Information:Okay so this guy wanted to know how to make banks,Cashapp,Paypal and all that stuff and verify with a fullz docs
We agreed that i will let him know that i will be teaching him all i knew about it and we started talking in the vc and he started to let him know what i will teach him than we will arrange for a price
We started talking and i was teaching him how to make Cashapp acc and verify with the docs,when we got to the middle part i asked " Let me know ur budget so i just know what i'm working with" than he said that he has 13 euro in his coinbase acc,and i asked him if he can raise it to 40$ so i can withdraw it into real life and he aggreed with that, later on we started making revoult account and,his virtual camera didn't work with android emulator so he coudn't make revoult acc,than later on 
he was making excuses "nvc this doesnt work sorry for wasting your time" "i already knew everything you were talking" but my question here is  if you knew everything why didn't you stop me in the middle of my talk?
ALSO IN HIS C.IO POST clearly says that he wants to learn how to make these "Hi there I am looking for a guy to teach me how to make accounts with docs like bank, crypto revolut cashapp etc..."
so i taught him how to make coinbase even gave him fullz for it and he told me to teach him something he "doesn't know how to make" after he sucessfuly made and cashapp account
and i said lets make paypal i will even teach you how not to get limited fast, told me lets do revoult i agreed, since his android emulator coun't recognize his laptop camera he came with alot of excuses that i've mentoined earlier
and completely wasted 3 hours of my time

I am not forced to pay for a service I never got, I have agreed with him that he will show me one step by step one sample account and that if everything goes well from there we will discuss about the rest.
During the time he was teaching him I told him that I already know what he is teaching me and that it is not something new that he teaches me.
Most importantly not a single successful acount has been made because of him or with him.
I dont see a reason for paying for a service that did not work and that I did not learn from.\
I see why he might be fasturated by not getting paid and him putting some time into it and not getting paid and for that I have already apologized.

You have never told me that you know how to make "cashapp" as you clearly mentoined in your thread that you want to learn HOW TO MAKE THEM
