That security fee is not how that works. You will have to refund him for your own money. Do so within 24 hours.

You paid a security fee to protect the OP from scamming. If you exit scam, the OP will get the refund, but you will be banned.

The OP gets refunded from your security fee if you don't refund him. If you don't, you get banned.

Unless banned, the security fee cannot be used on scam reports, you must refund from your own pocket.
