If it asks for a new credit card then purchase a new card from another seller and add it into the PayPal since the card in the PayPal account might not be supported, whoever in my eyes the PayPal account is going smooth so far except some difficulties despite the fact that you're using the PayPal account from your location (France) than the USA (Original IP (which is the RDP)).

Before i connect with my ip, i litteraly waited 2-3 days for see if i had again the same problem, and yes, then after 3 days i connected with my ip and its not even change anything! Scammer!

I believe that you need to call them, I don't know if they can answer such stuff on chats.

They're most likely going to tell him "The security bot considered the transaction too risky to be sent (and it doesn't show any reason for it) and you'll need to wait 24-72 hours to cool down the security bot"
