Amount or Item(s) Scammed: 2 PayPal accounts (two versions; Business & Personal of "Tier 3" product; as he said he was only restocking T3's)

We first started talking almost 2 months ago, and it was related to the banks he uses on his accounts. He name-dropped some really bad banks (Chime, GoBank) which are heavily abused with PayPal (due to the ease in creation). Everyone from the stealth scene in Aspkin knows that these banks, and a few others (Amex Savings, Bluebird) are a no-go if you're looking to operate a stealth. I was honestly surprised that given his experience and so-called reputation on Cracked that he was dealing with these banks.

Few days later, he agrees with me that GoBank is relatively bad. I was mostly behind that conclusion that because of GoBank overuse, and the fact that I specifically only stick to accounts that are created with banks that have a strong physical presence.
I have dealt with banks like SunTrust, JP Morgan Chase, Regions, Citibank, Emigrant Bank & Discover Bank to name a few.
In the stealth scene, everyone generally avoids these banks: Chime, GoBank, Bluebird, Amex Savings; which are relatively easy to create; and thus cause issues for an account's track record. These banks cause issues for your PayPal account in the long run. As I said before, every reputable stealth seller is also aware of these flaws.

Few days later, the official announcement hits that he's stopping the two banks I've had issues with.
https://i.imgur.com/OJv2G0z.png
We express interest that we're now interested in moving our business to operate through his accounts; after the latest announcements regarding banks.
https://i.imgur.com/sPNWTh0.png
A few days after that, announcements regarding new restocks start coming in.
Keep in mind that since the last announcement on 27/06; he said future restocks would be provided banks from the new bank pool (SunTrust, Chase, Wells Fargo).
We're indifferent to those as they're all commonly used & vouched for in the stealth scene, plus they are banks with a strong physical prescence.
We proceeded to set the accounts up, but when we synced the business email, we noticed something, he used GoBank again: https://i.imgur.com/Sno5zDy.png
This was completely against the info we were going with at the time, and that's a bank that he just told us a few days ago is "bad"
Of course, after our purchase he makes a second announcement saying the he's still selling GoBanks: https://i.imgur.com/1f16izO.png
(Keep in mind I can point you to 3-4 people who have processed at least $300k+ in PayPal, and they'd say the same thing about GoBank everywhere).
Anyone can see how the latest responses have been bleak, and he intends to leave us with these banks. Had we been notified anywhere that he is still dealing in GoBanks, we would never make the mistake of dealing with him.
Since he's adamant on delivering the wrong product and expecting us to just make do with it; we're filing this dispute here.
We've given him more than enough time to fix his issues (nearing two weeks now) and we're not really interested in dealing with this anymore at this point.
Update - we've now discovered that Simba is reselling these accounts from a source, which is why he isn't able to provide anything other than the GoBanks currently.
The original source only costs $8-20 per account. Willing to share link with staff & offer to purchase an account to check for similarities.
This is now no longer a deal dispute, but a scam report.
Additional Information:
As I said, we were looking for PayPal accounts that came with real banks linked; and we only purchased when he notified us that he is switching to more legitimate banks like Chase, SunTrust & Wells Fargo.
He still delivered us a GoBank deliberately, and kept us waiting 7 days for the cookies, and at this point we're done & through because he's almost insistent on avoiding the fact that he sold us the accounts under false pretenses.
It's a shame that we had to waste so much time because we were waiting on moving our business to a new HQ stealth provider, we've purchased upwards of $8k+ worth of accounts from one of the other famous providers (not going to name-drop them) but never have I seen such a bad customer service any where in the scene.
If you want to ask anyone in the stealth scene, they would recommend you against using GoBank or Chime because of how ridiculously easy it is to create them, and abuse them for scams on PayPal. (Google "zirmail paypal scam". Not to mention we've seen these bottom-rung accounts in the scene before, they don't last a week)
Timeline:
29/05 - We start inquiring about banks, however refrain from purchasing because he's using easy-to-abuse/create virtual/mobile banks that jeopardize PayPals in the long run.
12/06 - Simba/Nezio agrees that GoBanks are bad.
27/06 - Announcement stating he's discontinuing those banks, and using Suntrust, Chase or Wells Fargo instead.
02/07 & 05/07 - Announcements regarding "NEW STOCK"
05/07 - Purchased, received fullz info, corrupt cookies & no VCCs.
11/07 - Received fixed cookies & VCCs (which were supposed to come linked to account regardless)
My only issue is with the fact he did not inform us before the purchase that he'd still be selling us a GoBank. He had an announcement on 27/06 stating that all "new" stock will come with either Chase, SunTrust or Wells Fargo, and we only purchased after he announced twice with "new stock".
Why would he agree that GoBank is bad and still go ahead and provide us with it anyway....
Also, noticed several people in his chat who said their PayPals came permanently limited or got shut down very fast. I wonder why.
Regardless, we were done the moment we saw the GoBank linked email.
[If Applicable] Crypto address for a refund: Don't care about a refund at this point because we've already wasted more hours on him than what we paid, but if absolutely required: 16E1bDS7eC6dy5hdfnvx9xdUXs2rtp2KRd

I'm not even going to continue with how stupid you sound, you bought a product that was stated as being fully verified. You were given the product fully verified, the virtual cards were delivered on a delay so we could fund the amounts in the cards. The accounts are fully verified, and those who got limited for incorrectly following our guide were given free documents to unlimit their accounts. We provide a simple and effective guide and have only had 1 issue with a user being permanently limited but that was out of hundreds of accounts we have sold. I still find it funny how you call our support bad even though we have to handle hundreds of tickets and we even stopped sales to deal with those tickets, in order for something to be a scam you have to provide a false product that isn't what it was named as... but we provided the product in verified manor with a bank and virtual card added into it. There is also no such thing as a Low Quality Bank... there are brick and mortar banks and digital banks, just because a bank is used a ton of times doesn't make it low quality like I have stated in messages, the new stock that was posted were from the old database that we got back up.

Yeah we realized the moment you pulled that "product was delivered" crap that you'd be telling this.
We made the purchase under false pretenses, that's what we're saying here. You even made a rectified announcement after our purchase when you realized that it wasn't clearly communicated.

The accounts still work for stealth use, if you follow our guide you can use the account for months or even years as we have tested our guide for months. Just because we have a few tickets in completed... doesn't mean that's how many we have, we work in DMs and Telegram also and we have to manage all of this aswell as keeping our methods in working condition. Just due to me stating it was a bad bank a few weeks ago, that changed when I updated my method and realized that paypal doesn't care about what banks are linked.... its about the 60 days of the previous account history, nothing about card used, bank linked. So I'm unsure what knowledge you have been given by other sellers but that is incorrect from my research and knowledge. The announcements are made whenever we require making them however I provided false information about them being bad banks however they are fine to use, your accounts are still verified and there is no scam.

I'm not sure where you do your research from, or who you've heard it from. GoBank is widely avoided in the real stealth scene and it will remain that way. When you say use the account for months/years, you contradict yourself a seller because there comes a time when PayPal is going to cause issues regardless of how clean the operations are.
That point comes way earlier on GoBank accounts, and as I've stated before, people working with us have handled hundreds of accounts over time, and we've dealt with sellers who've sold thousands of stealth accounts. This isn't some rookie observations that "GoBank is bad", it's a common fact that it is.
Anyway, you agreed on providing false information, but we authorized the purchase on the basis of said false information. If you notified the parties properly before the deal, we would have not proceeded in the first place.
Also we're not even mentioning the fact that it took you 1 week to deliver a working cookie format, and that was exactly when we discovered the difference; within the emails.
You're right, its not a scam report but it is a deal dispute. Was not familiar with how the forum arbitration system functions. Will edit the thread title.
Yeah we realized the moment you pulled that "product was delivered" crap that you'd be telling this.
We made the purchase under false pretenses, that's what we're saying here. You even made a rectified announcement after our purchase when you realized that it wasn't clearly communicated.
The first announcement said that "new accounts" are going to have real banks linked instead of the mobile banks you've been dealing with. Then you make an announcement about "new stock", and now you're telling us the "new stock" was basically old stock you retrieved from an old db, ok.
In your own words:
"Go2Bank is a bad bank"
"Yeah we are not providing Chime or Go2Bank anymore
we only provide banks that are good now"
As for hundreds of paused tickets/orders, we kinda realized how large the userbase, at least on Discord when we exported the chats to HTML: https://i.imgur.com/bft5Odb.png

Well if you understand we sell to hundreds of users every week or so, we can't focus on 1 ticket for a quick amount of time which may cause issues but you are the only one complaining about our services. We have a great vouch channel full of users who have received accounts and been unlimited for free due to them failing to follow our simple guide. The one thing you don't really understand is we use the corporate emails just in order to log into your accounts, you could easily just add your own email which is stated within our guide. It also had taken a week for the cookies due to us having to pull them again from our machine even though they were deleted. We had to go through the process of recovering deleted recycle bin files and make sure they weren't encrypted. So we apologize about the delay with the cookies, however there isn't much of a difference between the banks but one has a branch and one is fully digital. Low Quality banks don't exist. PayPal may limit you eventually but we provide documents at an additional cost or even free and we have had a 100% unlimit rate, just because we sell accounts with digital banks and brick and mortar doesn't change the exact verification level on them. PayPal have caused issues with Brick and Mortar banks and I have had a personal experience where they have limited me for logging into it. But our guide will help prevent simple shit like that from occuring.

We're not complaining about the 1 week delay you've made us go through. It wasn't our fault in any way whatsoever.
A PayPal account, even if you use it for legitimate purposes is bound to face issues along the road. Limitations are inevitable but handling the first few set of limitations is easy.
The email you provided isn't a "corporate email" whatsoever. It's an pop3/imap-only accessible email commonly associated with scam PayPals.
It's not the first time we've seen the same type of low quality product being resold. (GoBank + Zirmail combo).
That just goes back to the fact that how easy it is to create digital banks. We've opted to authorize the purchase only after you started switching to brick & mortar banks, however you still went ahead and provided us a digital bank.
Your second rectification announcement is enough "proof" for anything here.
Within this thread you told me "the new stock that was posted were from the old database that we got back up."; which was effectively you not making good on your word, and still providing old stock rebranded as "new stock".
How much critical info is going to be omitted before a purchase is made?
